Formed at a meeting of the Iwi Chairs' Forum at Haruru in February 2010, Matike Mai Aotearoa, the Independent Working Group on Constitutional Transformation was chaired by Margaret Mutu and convened by the late Moana Jackson. The process to develop recommendations for constitutional change involved conversations between Māori of all ages across the country from 2012 to 2015.
The Report of Matike Mai Aotearoa was published in 2016.
